على مجهز السفينة ان لا يستخدم الا ملاحين اردنيين للملاحة والصيد في المياه الاقليمية.
اما للاسفار البعيدة فيجب ان يستخدم صاحب السفينة لغاية الخمس من الملاحين الاردنيين اذا
امكن.
واما فيما يختص بالعمال الفنيين فلمجهز السفينة ان يستخدم في حالة الضرورة ربابنة او ضباطاً
او عمالا ميكانيكيين
اجانب يثبتون حصولهم على اجازت او شهادات تعادل على الاقل الاجازات والشهادات التي
تطلبها السلطات الاردنية المختصة
من الربابنة او الضباط او العمال الميكانيكيين الاردنيين.
