يجتمع المجلس بدعوة من الرئيس أو نائبه عند غيابه مرة على الأقل كل شهر أو بناء على طلب
( خطي يقدم إلى الرئيس من 25 ) %
من أعضاء المجلس ويتكون النصاب القانوني لاجتماعاته بحضور ما لايقل عن أغلبية أعضائه
على أن يكون من بينهم الرئيس
أو نائبه ويتخذ قراراته بأغلبية أصوات الأعضاء الحاضرين على الأقل وعلى العضو المخالف تثبيت
مخالفته خطياً مع بيان
أسبابها.
