للجنة التي تمارس صلاحيات مجلس التنظيم الأعلى تخفيف نسبة القيود في أحكام وشروط
( التنظيم للأبنية القائمة قبل نفاذ احكام هذا النظام على ان لا تتجاوز نسبة التخفيف 50 ) من %
تلك الأحكام والشروط.
