تنشأ المنطقة على الأراضي المملوكة للخزينة العامة:-
أ- بناء على دراسات فنية ومالية ودراسات الجدوى الاقتصادية اللازمة لإنشاء المنطقة تجريها
الوزارة لهذه الغاية.
ب- بناء على طلب يقدم من شخص اعتباري مؤهل.
