أ- تنفيذاً لأحكام اتفاقية بطاقة التأمين الموحدة عن سير السيارات عبر البلاد العربية (البطاقة
البرتقالية) ينشأ بموجب أحكام هذا القانون مكتب إقليمي يسمى (المكتب الموحد)، للقيام
بالمهام الواردة في تلك الاتفاقية.
ب- تحدد الأحكام والإجراءات الخاصة بإدارة المكتب الموحد وموارده المالية ورقابة البنك
المركزي عليه وغير ذلك من شؤونه الإدارية والمالية وأي مهام أخرى يوكله بها البنك المركزي
بموجب نظام يصدر لهذه الغاية.
