أ- تشكل في الوزارة لجنة عطاءات برئاسة الامين العام وعضوية كل من:-
1 - خمسة من مساعدي الامين العام و مديري المديريات في الوزارة يسميهم الوزير لمدة سنة
قابلة للتجديد ويختار أحدهم نائباً للرئيس يقوم مقامه
عند غيابه.
2 - مندوب عن وزارة المالية لا تقل درجته عن الاولى يسميه وزير المالية 0
-: ب- تتولى اللجنة مهام توفير المواد الاساسية ولوازمها وتمارس لهذه الغاية الصلاحيات التالية
1 - التنسيب للوزير بشراء المواد الأساسية.
2 . - اتخاذ الاجراءات اللازمة لتوريد المواد الاساسية وتأمينها ونقلها وتحميلها وتنزيلها وتخزينها
3 . - شراء أي لوازم تتطلبها المواد الاساسية
4 . - اجراء عمليات البيع من المواد الاساسية ولوازمها بموافقة من الوزير
